Overview
These guidelines provide comprehensive instructions for preparing and submitting proposals to the National Executive Council. All cabinet submissions must comply with these standards to ensure quality, consistency and efficient decision-making.
Cabinet submissions must be lodged at least 5 working days before the scheduled meeting. Late submissions may not be considered unless prior approval has been obtained from the Secretary to NEC.
Submission Process

Consultation & Preparation
4–6 weeks beforeConsult with relevant stakeholders and prepare preliminary documentation.

Draft Submission
3–4 weeks beforePrepare the draft cabinet submission following the prescribed template and format.

Agency Clearance
2–3 weeks beforeObtain clearance from all relevant government agencies and departments.

Final Review
1 week beforeConduct final review and obtain ministerial approval.

Lodgement
5+ days beforeLodge the submission with the Office of the Secretary to NEC.
