Submission Guidelines

How to prepare and lodge proposals to the National Executive Council.

Overview

These guidelines provide comprehensive instructions for preparing and submitting proposals to the National Executive Council. All cabinet submissions must comply with these standards to ensure quality, consistency and efficient decision-making.

Cabinet submissions must be lodged at least 5 working days before the scheduled meeting. Late submissions may not be considered unless prior approval has been obtained from the Secretary to NEC.

Submission Process

Consultation & Preparation

4–6 weeks before

Consult with relevant stakeholders and prepare preliminary documentation.

Draft Submission

3–4 weeks before

Prepare the draft cabinet submission following the prescribed template and format.

Agency Clearance

2–3 weeks before

Obtain clearance from all relevant government agencies and departments.

Final Review

1 week before

Conduct final review and obtain ministerial approval.

Lodgement

5+ days before

Lodge the submission with the Office of the Secretary to NEC.
