Overview
The National Executive Council, through its sectoral committees, ensures policy submissions are technically sound, economically viable, and strategically aligned with national development goals before a submission is initiated.
To meet the objectives of the NEC as the principal decision-making body, there are set processes that submissions to the NEC must follow.
The authority to bring forward all NEC submissions rests with the Prime Minister as Chairman of the NEC. It is a requirement that Ministers consult the Prime Minister for his views on all submissions prior to preparation and drafting of the submissions.
There have been issues with compliance with this part of the process in the past, with most submissions coming to the NEC seeking the Prime Minister's views in the NEC meetings. Therefore, the Ministerial Administrative Sector Committee and Ministerial Economic Sector Committee are now tasked to assist the Prime Minister to address this.
